Sir Henry Blake requested our Mr Dickinson to settle this and all other technical details with the Board of Trade to the satisfaction of your Department.
As you are aware, we have submitted plans and specifications in detail to the Board of Trade and beg to say that our Mr Dickinson has heard unofficially from Mr Trotter of the Board of Trade that, with the exception of a few minor details, he is quite satisfied with such specifications and plans. We are quite prepared to modify these small details so as to meet the views of Mr Trotter.
May we therefore respectfully suggest as it was Sir Henry Blake's wish to have all the technical details settled by the Board of Trade here, that, if he has not so informed you, you cable at our expense to Sir Henry asking him if it is his wish that the Board of Trade here should agree all technical details.
We beg to observe that many times Sir Henry stated to our Mr Dickinson that as he had no one in the Colony who could satisfactorily settle the details he wished the same submitted to the Board of Trade here and that he would accept a system of which that Department approved.
Under these circumstances, we are sure you will pardon our suggesting that if there are any points which the Board of Trade desire modifying it would save time, and enable the construction of the tramways to be more speedily commenced, if the points were settled here as if the details were sent out to Hong Kong it would mean that they would be again referred to you from there for settlement.
